NASA SEWP VI

Mission-Based IT Services. Delivered by Tech Theory. Available through SEWP VI.

Tech Theory, LLC is an SBA-certified 8(a) Mentor-Protégé Joint Venture (MPJV) between J3, LLC, and Planet Technologies, and a contract holder on NASA’s Solutions for Enterprise-Wide Procurement VI (SEWP VI) Government-Wide Acquisition Contract (GWAC) under Category C, IT Mission-Based Services.

As one of the federal government’s most widely used and trusted acquisition vehicles, SEWP VI provides civilian, defense, and intelligence agencies with a streamlined path to acquire mission-critical IT services. Through Tech Theory’s SEWP VI Category C contract, agencies can efficiently access mission-based solutions that support modernization, cybersecurity, cloud, data and AI, backed by pre-negotiated terms, simplified procurement, and the speed, flexibility, and best-value ordering experience that SEWP is known for.

Why Tech Theory

  • Best value, competitively priced. SEWP orders follow FAR 16.505 Fair Opportunity for a documented, competed best-value decision. Because Category C is a services contract with no fixed price catalog, pricing is set at the task-order level: firm-fixed-price, labor-hour, or time-and-materials.
  • One of the lowest fees in government. A SEWP administrative fee of up to 0.34% is built into the price, never added on top. NASA posts the current rate on its SEWP Program Office website.
  • Fast, streamlined ordering. Skip lengthy open-market procurements. Quote and order in a fraction of the time using SEWP tools.
  • Open to all federal agencies. Any federal agency, and authorized federal contractors, can place orders against SEWP VI.
  • Small-business set-aside advantage. Category C is reserved for small businesses, so orders placed through Tech Theory can help your agency meet its small-business contracting goals.
  • Microsoft depth, mission focus. Tech Theory pairs J3’s mission-delivery experience with Planet’s nearly 30 years of public-sector Microsoft expertise.

Installation, Warranty, Technical, Post-Delivery, Escalation, & Accessibility Policies

Scope & Ordering Availability: These policies apply to orders placed with Tech Theory, LLC under NASA SEWP VI, Category C (IT Mission-Based Services). Category C covers customized solutions at the mission and program level; product-only requirements are not within Category C scope. SEWP VI ordering opens November 1, 2026, and orders may be placed only after NASA activates SEWP VI ordering and the applicable ordering tools.

Installation & Transition: Installation, configuration, integration, transition, migration, deployment, and decommissioning will be performed only when ordered. Tech Theory will coordinate schedules, locations, site access, security, dependencies, Government-furnished resources, testing, acceptance, and transition activities with the ordering agency.

Basic Warranty: Applicable basic commercial or manufacturer warranty terms will be identified in each Tech Theory quote and order. Warranty provisions apply to ancillary hardware and software included in a SEWP VI Category C mission-based services solution only where those items are integral and necessary to that solution; product-only requirements are not within Category C scope and should be acquired under the appropriate SEWP product category. For such ancillary products, Tech Theory will coordinate applicable manufacturer or provider warranty claims, including diagnosis, return authorization, repair, replacement, or other available remedies. Order-specific warranty terms control.

Extended Warranty: Extended warranty coverage may be purchased at any time during the standard commercial warranty period, up to and including the end of that period. Extended-warranty packages may be invoiced and paid at the beginning of the extended-warranty period. At the Government’s discretion, monthly maintenance may be ordered during the warranty period in lieu of an extended-warranty package, subject to the contract and order terms.

Technical Support: Support hours, severity levels, response targets, restoration targets, escalation, reporting, and on-site or remote support will be established by the order. Tech Theory will triage incidents, coordinate with providers, track actions, and communicate status through closure.

Software Support: Software maintenance treated as a product may include patches, defect corrections, updates, upgrades, knowledge resources, user forums, frequently asked questions, and commercially included general support. Software creation, design, implementation, customization, integration, and other professional services are treated as services and will be ordered and invoiced accordingly.

Post-Delivery and Acceptance: Tech Theory will maintain order status, delivery, performance, acceptance, warranty, and issue records. Performance, fulfillment, and delivery begin after the NASA SEWP Program Management Office has processed the order, assigned a SEWP Control Number, and transmitted the processed order to Tech Theory. Nonconforming supplies or services may be addressed through repair, replacement, reperformance, equitable adjustment, or other remedies authorized by the contract and order.

Escalation Path: Tech Theory maintains an internal escalation process for order status, delivery, invoicing, performance, technical support, service disruptions, and contract administration matters. Customers may contact their assigned Program Manager or Contract Manager for assistance. Urgent technical issues, mission-impacting incidents, delivery concerns, and performance-related matters are prioritized and escalated to appropriate technical, management, and executive leadership to ensure timely resolution and communication through closure.

Accessibility: Tech Theory is committed to accessibility. This site is designed to conform to Section 508 of the Rehabilitation Act and applicable Federal Electronic and Information Technology (EIT) standards. If you encounter any barrier, please contact us so we can help.
